For the global AGI race, the move would harden the boundary between Chinese and non-Chinese ecosystems. Today, Western startups quietly experiment with low-cost Chinese models, while Chinese labs consume US research and, where possible, open models. Access restrictions would reduce this cross-pollination and push more actors toward domestic stacks—Chinese firms on Ascend- and DeepSeek-style hardware, Western firms on Nvidia and custom US chips.
