Rather than buying a turnkey chatbot, the municipality is training civil servants to scope problems, prototype AI solutions and then graduate them into production projects that change how services are delivered. As Gulf governments build in house AI literacies, they become more sophisticated buyers of models, tooling and infrastructure. Local ecosystems of vendors like Netways and AI Brains, trained on real civil service pain points, will influence which model families, guardrails and evaluation methods actually get used in day to day governance.
