Canada unveils 'AI for All' strategy targeting 250k jobs

Canada’s “AI for All” strategy is notable because it tries to balance three things at once: aggressive diffusion of AI across the economy, a strong safety and rights framing, and a push for sovereign compute. In practice, that looks like money for a public AI supercomputer, expanded mandates for the Canadian AI Safety Institute, and programmes to push AI into healthcare, manufacturing and public services.

Strategically, this positions Canada as one of the first mid‑sized economies to explicitly treat advanced compute as public infrastructure, not just something you rent from US hyperscalers. That matters in the AGI race because control over data centers, energy and talent has been tilting strongly toward a few US and Chinese giants. If Canada actually follows through on sovereign compute and safety evaluation capacity, it could punch above its weight in setting norms for testing and deploying powerful systems.

The risk is execution. A sprawling shopping list of missions, literacy campaigns and SME grants can easily devolve into diffuse spending that neither really shifts industrial adoption nor constrains the riskiest frontier work. But for other countries watching, “AI for All” is a template: combine explicit economic targets with funding for guardrails, rather than treating safety as an afterthought.
