Changsha launches decade-long ‘AI+’ strategy across six sectors

Changsha’s “AI+” blueprint is a good example of how second-tier Chinese cities are institutionalising AI, not just experimenting with pilots. The plan is explicitly phased through 2035, with AI woven into industrial upgrading, consumer services, social welfare, governance and international collaboration. That kind of long-horizon, cross-department commitment tends to unlock budget, data access and risk tolerance for local firms building applied models and systems.

For the global AI race, this is more about scale and diffusion than frontier research, but it still moves the needle. The document name-checks vertical large models, scientific-computing models and city-level deployments like intelligent traffic and industrial robots. That creates sustained demand for model providers, infrastructure vendors and local champions who can adapt advanced systems to messy, real-world constraints. In aggregate, dozens of such municipal plans across China can accelerate data generation, talent development and domain-specific benchmarks, indirectly feeding back into national-level model training efforts.
